Administrative Note on Logistical Agreements
1. Background and Venue
1.1 Baku Conference of the Parliamentary Network of the Non-Aligned Movement will be held on June 30 – Jule 1, 2022 in Baku, Azerbaijan.
1.2 The venue of the Conference will be Heydar Aliyev Centre
2. Registration / Composition of the delegation
2.1 Delegations are kindly requested to register through our website. Please be informed that the link will be activated on May 1, 2022. The deadline for the online registration is June 1, 2022.
2.2 Due to the current government rules in relation to COVID-19 as well as in conformity with the relevant provision of the Statute of the Parliamentary Network of the Non-Aligned Movement to be adopted during the course of the event, parliaments are kindly requested to limit the number of their national delegates to up to 5 members, including the head of their respective parliaments.
2.3 NAM Member States are encouraged to include in their delegations the members of their parliaments whom they will eventually designate as part of their national delegation to NAM Parliamentary Network.
3.1 Each member of the national delegation will be provided with an identification badge enabling the entrance to the Conference venue. The badges will be presented to the delegates upon their arrival to Baku at the designated information desks in the dedicated hotels.
3.2 Delegates are kindly requested to wear their identification badges at all times during the meetings and other parts of the program.

4. General Coordinator of the Meeting
4.1 International Relations Department, Milli Majlis (Parliament) of the Republic of Azerbaijan will act as the General Coordinator of the Conference:
4.2 Questions and queries regarding organizational arrangements and substantial matters should be communicated directly to the International Relations Department, Milli Majlis of the Republic of Azerbaijan or to the Permanent Mission of Azerbaijan to the United Nations in Geneva/New York.
4.3 Each national delegation will be assigned a liaison officer 10 days before the Conference and who will be available for assistance with any urgent matters throughout their stay in Azerbaijan.
5. Visa/Entry and COVID-related Formalities
5.1 Members of delegations are requested to possess a passport of at least 6 months of validity to enter the Republic of Azerbaijan.
5.2 Members of delegations will be granted Azerbaijani visa upon their arrival at airport in Baku, Azerbaijan.
5.3 All participants will be tested for COVID-19 at the airport upon arrival and in the morning of the Conference. The exact time and venue of testing will be communicated to the delegates through their liaison officers.
6. Travel, Transportation and Accommodation arrangements
6.1 The Milli Majlis of the Republic of Azerbaijan as the host of the next meeting of the NAM Parliamentary Network will be in a position to cover the accommodation costs of the national delegations at the dedicated hotels in the format of 1+2 (Head of delegation + 2 members from each NAM member country delegation) between the dates of June 29 – July 3, 2022.
6.2 There will be 2 dedicated hotels available for the delegations for the Baku Conference: Fairmont Hotel Baku and Courtyard by Marriott Baku.
6.3 Travel related expenses of national delegates should be borne by the sending state.
6.4 Delegations travelling with security personnel should clear all details and procedures through diplomatic channels.
6.5 Delegations travelling via private board should clear all details and procedures through diplomatic channels.
6.6 Delegations participating at the level of the Speaker will be welcomed and seen off at the “Sharaf Terminal” (State Terminal) of the Baku Heydar Aliyev International Airport.
Delegations who are not headed by a Speaker will be welcomed and seen off at the “VIP Terminal” of the Baku Heydar Aliyev International Airport.
6.7 Delegations headed by the Speaker of the Parliament will be provided with a police escort, protocol car, VIP car, security car and vehicle for the delegation (5 people).

Delegation headed by the Member of Parliament will be provided with a vehicle for the delegation (5 people).
7.1 Simultaneous interpretation will be provided in all official languages of the Non-Aligned Movement - Arabic, English, French and Spanish during the proceedings of the Conference. Additional interpretation booths will be available for the delegations wishing to speak in their own language provided that the delegation will bring their own interpreter. The request can be submitted through the liaison officer of the national delegation.
7.2 The official Documents of the Meeting will be issued in English.
8. Statements by national delegations
8.1 Each head of the delegation will be welcome to give a statement on behalf of their respective parliament during General debates.
8.2 Each speaker will be assigned 5 minutes maximum to deliver his/her statement.
8.3 In accordance with the established practice within the Non-Aligned Movement, the list of speakers will be arranged based on the principle of “first come first served” and in compliance with protocol requirements (from the head of parliaments to other members of the national delegation)
8.4 Delegations wishing to deliver a statement during general debates of the Baku Conference should indicate so during the online registration process through the website.
9. Gala Dinner
9.1 There will be a Gala Dinner and the Concert Program dedicated to the International Day of Parliamentarism for the participants of the Baku Conference on June 30, 2022.
9.2 The delegations will receive invitations to the Gala Dinner and the Concert Program in their folders that will be distributed together with the badges at the information desks in the dedicated hotels.
10. Operational Headquarters
10.1 Operational Headquarters will be available at the Heydar Aliyev Centre from 09:00 on June 29 until 13:00 on July 01 to help the national delegations with all sorts of queries.
10.2 Operational Headquarters will also host a briefing at 16:00 on June 29 for all the secretaries of the national delegations where they will be informed about further modalities of the meeting.
10.3 Special information desks will be made available in the lobbies of the dedicated hotels.
11. Cultural program
11.1 Delegations will be invited to attend a Cultural Program on July 1 after lunch.
11.2 On July 2, delegations will be invited to a full day regional tour.
12. Media coverage
12.1 Azerbaijani side will invite representatives of national and international media outlets to accomplish a world-wide media coverage for the event. NAM Member State Parliaments are also welcome to invite media representatives accredited in their respective countries to visit Azerbaijan to cover the Baku conference.
12.2 Those media representatives wishing to cover the event are kindly requested to register through the official website’s Media Accreditation.

13. Bilateral Meetings
13.1 Bilateral meeting rooms at the Heydar Aliyev Centre will be available upon request on first come first served basis.
Bilateral meeting rooms will be reserved for 30-minute intervals.
For the room arrangement delegations should submit their request through the official email: email@example.com not later than June 20, 2022.
