Graduated with honors from the Baku Slavic University and the Azerbaijan University of Languages.

• 1981-2020 – Senior lecturer, professor at the Baku Slavic University

• 2000-2004 – Dean of the Faculty of Western languages at the Western University (Baku, Azerbaijan)

• 2004-2020 – Vice-rector for international relations of the Baku Slavic University (pro bono during 2010-2020)

• 2006 – Institute for Women's and Gender Studies of the University of Michigan - Fulbright Student (scholarship of the US Department of State)

• 2010-present – Member of the Milli Majlis of the Republic of Azerbaijan- the IV-VII Convocations

• 2010-2020 – Member of the delegation of Azerbaijan to the Parliamentary Assembly of the Council of Europe (PACE)

• 2012-2014 – Chairperson of the Racism and Xenophobia Sub-Committee at the PACE

• 2014-2015 – Chairperson of the Gender Equality Sub-Committee at the PACE

• 2015-2020 – Deputy Chair of the Committee on Family, Women and Children issues of the Milli Majlis of the Republic of Azerbaijan

• 2015-2017 – General rapporteur on violence against women, Political coordinator of the Parliamentary Network Women Free from Violence of the PACE

• 2016-2018 – Chair of Migration, Refugees and Displaced persons Committee of PACE and member of PACE Bureau

• 2018-2020 – Head of the delegation of Azerbaijan to the EuroNest Parliamentary Assembly

• 2020- 2024 – Speaker of the VI Convocation of the Milli Majlis of the Republic of Azerbaijan

• 2024-present – Speaker of the VII Convocation of the Milli Majlis of the Republic of Azerbaijan

Currently: the Head of the Azerbaijani delegations to Inter-Parliamentary Union (IPU), the Non-Aligned Movement Parliamentary Network (NAM PN), Parliamentary Assembly of Turkic States (TURK PA), Inter-Parliamentary Assembly of the Member-Nations of the Commonwealth of Independent States (IPA CIS) and Parliamentary Assembly of the Economic Cooperation Organization (PAECO).

Chairperson of the NAM PN and PAECO.

In 2016 S. Gafarova was conferred the “Honored teacher” honorary title by the Order of the President of the Republic of Azerbaijan.

In 2025 President Ilham Aliyev presented the “Sharaf” Order to S. Gafarova. 

Awarded with the Medal of Honor of the Milli Majlis of the Republic of Azerbaijan.

Awarded with the Order of "Unity", the Medal "For Strengthening Parliamentary Cooperation" of the CIS Inter-Parliamentary Assembly, the ‘Druzhba’ Order of Russia and the State Order of Turkmenistan "For Contribution to the Development of Cooperation".

Awarded with an Honorary Diploma and Medal of the University of Warsaw. 

Honorary Professor of the Lev Gumilyov Eurasian National University of Kazakhstan.

Honorary Professor of the Belarusian State University.

Author of several manuals, a monography and scientific articles.

Fluent in English, Turkish and Russian languages.
